Two things the per-user price hides. First, invoicing and consumption billing are Advanced-edition features, so the billing use case starts at $200 per user per month with an annual contract. Second, the users are usually the sales team, because quoting is where Revenue Cloud starts, so the license count is sales headcount rather than finance headcount.
A twenty-seat Advanced deployment is $48,000 a year in licenses before the implementation partner. That is not an argument against Revenue Cloud for an enterprise consolidating quote-to-cash in Salesforce. It is an argument for checking which category of tool you are actually buying.

It is priced on sales seats, for a finance problem

The people who need billing automation are three to five finance and RevOps staff; the people who touch quotes are the entire sales team.
